ICPC Gets 7-Year Jail Sentence Against NSCDC Officer Over Forgery, Corrupt Advantage

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has secured a major conviction against an officer of the Nigeria Security and Civil Defence Corps (NSCDC), Hassan Abdullahi, who was sentenced to a total of seven years in prison for certificate forgery and corrupt advantage.

The judgment, delivered by Justice E. Okpe of the FCT High Court in Gudu, followed compelling evidence presented by ICPC Prosecutor, Hamza Sani. He detailed how Abdullahi forged an NCE certificate from Adamu Augie College of Education, Argungu, which he submitted to the NSCDC in December 2010 to fraudulently advance his career.

For this offence, which violates Section 366 of the Penal Code Act and is punishable under Section 364, the court handed down a two-year jail term or a ₦2,000,000 fine.

The second count established that Abdullahi used the fake certificate to unlawfully obtain salaries and benefits for the rank of Senior Inspector from 2011 to 2022. For this violation of Section 19 of the Corrupt Practices and Other Related Offences Act, 2000, he received five years’ imprisonment without the option of a fine.

In addition, the court ordered Abdullahi to refund all illegally obtained salaries and emoluments, citing Section 321 of the Administration of Criminal Justice Act (ACJA) 2015.

The ICPC welcomed the ruling as a reaffirmation of judicial backing in the fight against corruption within the public service, stressing that acts like certificate forgery and corrupt enrichment weaken institutional trust and undermine ethical standards.

According to the statement, which was issued and signed by the Spokesperson for the Commission, John Okor Odey (ANIPR), on 8 December 2025, the ICPC called on public institutions to strengthen verification procedures to curb such misconduct.
